American supporters are celebrating across the country, as U.S. men's national team forward Folarin Balogun has been cleared to feature in the World Cup round of 16 on Monday evening against Belgium. The European side, however, is outraged by the last-minute reversal.
Balogun had controversially been shown a red card in the 64th minute of the round of 32 clash against Bosnia and Herzegovina, which carried an ostensibly non-appealable, one-game suspension under FIFA's tournament regulations. The incident cast a shadow over an otherwise thrilling match, in which the USMNT claimed its first knockout stage victory in 24 years and advanced to the round of 16.
Despite this, FIFA invoked Article 27 of its disciplinary code to overturn the suspension. "The implementation of the automatic match suspension for USA player Folarin Balogun is suspended for a probationary period of one year," FIFA announced on its website Sunday, less than 24 hours before the match kicks off.
The 25-year-old, who has netted three goals in three appearances during his tournament debut, will take his place in the U.S. attack after all, posing a significant threat to Belgium's defensive unit.

What Did Belgium Say?

"The Royal Belgian Football Association (RBFA) is stunned by FIFA's ruling to declare suspended United States player Folarin Balogun eligible to participate in the USA–Belgium fixture," the organization said in an official statement.
The federation chose to contest the matter by citing FIFA's own World Cup regulations.
"FIFA grounds its decision on Article 27 of the FIFA Disciplinary Code. This provision allows the FIFA Disciplinary Committee to suspend the enforcement of a previously handed disciplinary sanction. However, Article 66.4 of the same FIFA Disciplinary Code clearly stipulates that a red card (sending-off) automatically triggers a suspension for the team's next match, as has been the case for every red card issued during this FIFA World Cup.
"Furthermore, and regardless of the above, the decision directly contradicts the provisions of the FIFA World Cup 2026 Competition Regulations, as outlined in Article 10.5: 'If a player or team official is sent off as a result of a direct or indirect red card (second caution), they will automatically be suspended from their team's subsequent match. In addition, further sanctions may be imposed.'
"The automatic nature of such a suspension was also explicitly confirmed in FIFA World Cup 2026 Circular No. 16, which was distributed to all participating member associations on 12 May 2026.
The same rule is repeated at every FIFA World Cup 2026 Match Coordination Meeting ahead of each game and is included in all FIFA World Cup 2026 workshop presentations.

"In order to protect the legitimate rights of all competing teams and uphold the core principles of fair play in our sport, both at this FIFA World Cup and at future editions of the competition, the RBFA is exploring all available options."
It remains unclear whether or how Belgium's challenge will affect FIFA's ruling and Balogun's eligibility to play on Monday.
