Portuguese Government Responds to Racial Abuse Claims Against Vinicius Jr
Portuguese authorities have issued an official declaration confirming the launch of an inquiry into the reported racist incidents involving Real Madrid's Vinicius Junior during Tuesday's Champions League match against Benfica.
"The Authority for the Prevention and Combat of Violence in Sport (APCVD) has commenced administrative violation proceedings to determine the facts," stated a concise announcement released on Wednesday.
This high-level response demonstrates the gravity of the circumstances. Gianluca Prestianni's remarks marked the 20th separate incident of reported racist behavior targeting Vinicius Jr throughout his eight-year tenure at Real Madrid, a figure that is both shocking and disheartening. For any relief to come to the Brazilian player—or the countless other athletes facing vile harassment weekly—transformation must occur.
Football's regulatory organizations have so far been unsuccessful in bringing about this transformation, though national governments may achieve better results.

The challenge in establishing consequences for Prestianni lies in the impossibility of conclusively determining his exact words since he concealed his mouth. While some might view this action as a confession of wrongdoing, it has transformed the matter into one of unverifiable testimony.
"Racists are, fundamentally, cowards," Vinicius Jr posted on social platforms immediately following the incident. "They must cover their mouths with their shirts to demonstrate their weakness." This concealment strategy might not remain viable going forward.
Ex-Manchester United defender Mikael Silvestre serves as one of 16 former players on the FIFA Players' Voice Panel, established to counsel football's governing authorities on "implementing initiatives and measures as part of the worldwide campaign against racism."
After Tuesday's controversy, Silvestre disclosed that Prestianni's conduct might prompt concrete modifications to football regulations.
"Our WhatsApp discussion was extremely active last night and this morning, as we explore methods to penalize players who speak while concealing their mouths," he informed Sky Sports. "It's acceptable to discuss tactics with teammates or engage in normal conversation, but there was clear animosity between these players—particularly from one toward the other.
"Perhaps we should penalize this type of conduct, whether covering your mouth with hands or using your shirt, as he did."
Silvestre also highlighted insufficient communication during the match. Referee François Letexier crossed his arms at the wrists to indicate activation of the racist abuse response protocol, but the former United defender sought greater transparency.
"There should have been a stadium announcement on the big screen as well—I believe this didn't happen," he expressed concern. "We must inform everyone—including stadium spectators—and the referee should be able to communicate clearly about the situation."
Whether these proposals will be implemented remains uncertain, and if adopted, won't happen immediately. "These matters require time since we must consult with referees about their capabilities and limitations," Silvestre cautioned. "It's an ongoing process. However, at least this moment raised universal awareness."

Real Madrid announced Thursday morning their submission of "all available evidence to UEFA." In a resolute statement, the Spanish club declared: "Our organization has fully cooperated with UEFA's investigation following the intolerable racist incidents during that match.
"Real Madrid values the widespread support, endorsement, and compassion that our player Vinicius Jr has received from throughout the international football community."
Nevertheless, support for Vinicius Jr has unfortunately not been "widespread." Benfica and former Real Madrid coach José Mourinho initially offered an unconvincing justification for his player and club, stating: "When he [Vinicius Jr] complained about racism, I reminded him that this club's greatest figure [Eusébio] was black. This organization is anything but racist."
These remarks have triggered severe criticism. French World Cup champion Lilian Thuram questioned: "Who are you, Mr. Mourinho, to presume to dictate what Vinicius Jr may or may not do? Your words reflect superiority complex and white narcissism."
Significant support has emerged for the player, with some Benfica supporters even backing Vinicius Jr. Former Eagles captain Luisão posted on social media: "This jersey carries great responsibility, I adore Benfica, it's part of my identity. One must be deserving to wear this sacred uniform."
Responding to the club's assertion that Vinicius Jr misunderstood Prestianni's words, Luisão stated: "This statement is worse because it's false... football is won through determination and fighting spirit... It was racist, absolutely, and I'm embarrassed by it."
