Tottenham Eye Historic Spending Spree to Shatter Liverpool's World-Record Transfer Mark With Three Bold Signings

When Liverpool surpassed £400 million ($545 million) in spending last summer—setting back-to-back club records with the signings of Florian Wirtz and Alexander Isak—it marked the first time any club had ever eclipsed that threshold within a single transfer window.

The nature of today's transfer market, where football operates with unprecedented financial power, means all 10 of the costliest windows by individual clubs have occurred since 2019. Nine of those have taken place since 2022 alone.

It was therefore only a matter of time before Liverpool's record outlay was surpassed, though few would have predicted Tottenham Hotspur as the club most likely to topple it.

Spurs are making bold moves in the market as a direct consequence of back-to-back 17th-place finishes. Last season, their Premier League survival wasn't confirmed until the final day, bringing the club dangerously close to a first relegation in nearly five decades.

Alongside astute free-agent acquisitions in Andy Robertson, Marcos Senesi and Martin Dúbravka, £237 million ($323 million) has been invested in midfielders Matheus Fernandes and Sandro Tonali, as well as centre-back Jan Paul van Hecke.

That expenditure alone doesn't quite crack the top 10 most expensive transfer windows, falling £13 million short of the £250 million Newcastle United splashed out this time last year. But with under two weeks of the summer window remaining, Spurs are far from finished.

Spurs Targeting Three New Forwards

Cody Gakpo, Omar Marmoush, Savinho

According to The Athletic, Spurs are "working on" deals for Manchester City attackers Omar Marmoush and Savinho. The latter has been a target since last summer, surviving a managerial transition from Thomas Frank to Roberto De Zerbi. Marmoush, meanwhile, has found himself playing second fiddle to Erling Haaland and endured a difficult campaign.

No agreement has been reached yet, but negotiations are described as "advancing."

Fabrizio Romano reports that if a deal for Savinho falls through, Spurs would pivot to Chelsea's Pedro Neto as an alternative. The Portuguese winger is already attracting interest from Saudi Arabia's Al Hilal and is believed to carry a price tag of around £100 million.

Spurs are nonetheless intent on signing two wide players and have identified Liverpool's Cody Gakpo as a target on the left flank, with ambitions of constructing an entirely new attacking unit.

De Zerbi's squad currently sit £178 million behind Liverpool's world-record £415 million outlay. Committing to at least that figure on just three Premier League players in the current market is entirely conceivable—and perhaps even inevitable—if Marmoush, Savinho and Gakpo remain the primary targets.

Despite Savinho and Marmoush both underperforming considerably over the past year, City are seasoned sellers with a knack for commanding top prices for unwanted players—as evidenced this week by Tijjani Reijnders' profitable move to Al Qadsiah.

City paid £59 million for Marmoush in January 2024, while Savinho cost just under £31 million a few months earlier. Though neither commands a starting berth in City's strongest lineup, both have demonstrated quality in elite European competition. Marmoush shone for Eintracht Frankfurt in the Bundesliga, while Savinho was instrumental in Girona's remarkable rise into La Liga's top three.

Gakpo has already been valued this summer in the same range as Morgan Rogers, who moved to Chelsea for £117 million. Liverpool have reason to retain the Dutchman, though a substantial offer could put their commitment to the test.
